San Francisco's cheapest tourist attraction are the Pier 39 Sea Lions. The city invested a lot of money is making Pier 39 into a tourist money-grabber. And after they built it, the sea lions showed up in droves, providing free entertainment for the tourists. They stink and make noise but still are having a good time.
